Uzbekistan’s Ministry of Internal Affairs: Parents of quadrobists to be fined

Tashkent, Uzbekistan (UzDaily.com) — Parents in Uzbekistan will be fined for their children’s participation in the quadrobists subculture, which involves mimicking animal behavior. This was announced by the Ministry of Internal Affairs of Uzbekistan.

The statement from the Ministry of Internal Affairs mentions that recently there has been a rise in the popularity of a new subculture called quadrobists  among youth, particularly teenagers, on social media. Young people, using various accessories such as masks and tails, imitate animal behavior.

This phenomenon originated in countries like Kazakhstan, Russia, and Ukraine.

The Ministry notes that similar unacceptable behavior has been observed in Tashkent. Specifically, on 10 October, a quadrobist was spotted wearing an animal mask in the city, and the next day, another participant in the subculture, identifying as a dog, attacked passengers, causing a child who witnessed the incident to be deeply frightened.

The Ministry stated that such behavior contradicts common social norms and is unacceptable in society. Experts warn that participation in quadrobists could lead to children mimicking the aggressive behavior of animals, which could negatively affect their mental health and potentially cause them to isolate from society.

The Ministry reminded that under Article 77 of the Constitution of the Republic of Uzbekistan, parents are required to care for their children until adulthood, ensuring their proper upbringing, education, and all-around development. The "Law on Education" also holds parents responsible for the physical, spiritual, and intellectual development of their children, as well as for raising them in the spirit of humanism, patriotism, diligence, and respect for universal and national values.

The Code of Administrative Responsibility provides for a fine of up to five times the basic estimated values (up to 1,875,000 soums on the time of publicatiom) for parents or guardians who fail to fulfill their duties in raising and educating their minor children if this results in an administrative offense.

The Ministry of Internal Affairs strongly urged parents to fulfill their moral and legal obligations in raising their children.

The Ministry emphasizes that manifestations of this subculture will be treated as a failure in parental duties.

If necessary, confidential psychological assessments may be conducted for children, using methods aimed at supporting the child, to determine the impact of quadrobists on their mental and emotional well-being.
