Tashkent, Uzbekistan (UzDaily.com) — On 12 May 2026, a ceremonial opening was held in Tashkent for an international training seminar for responsible officials from ministries and agencies, organized under the program “Byurokratiyani bartaraf etish — 2030” (“Eliminating Bureaucracy — 2030”). The two-day event was organized by the Agency for Strategic Development and Reform with support from experts from the United Arab Emirates.

The opening ceremony was attended by Mohammed Rashid bin Talia, Deputy Minister for Cabinet Affairs for Government Experience Exchange of the UAE; Hesham Amiri, Executive Director of the UAE Government Services Development and Zero Bureaucracy Initiative; and Abdulla Abdulkadirov, First Deputy Director of the Agency for Strategic Development and Reform.

During the event, it was noted that the “Eliminating Bureaucracy — 2030” program is being implemented on the initiative of President Shavkat Mirziyoyev in line with Presidential Decree No. UP-68 dated November 28, 2025, “On organizational measures for digital transformation and improving the efficiency of public administration.”

The program’s main objectives are to modernize the public administration system, reduce excessive administrative procedures, and improve the quality and accessibility of public services for citizens and businesses.

Organizers emphasized that the reform is aimed at strengthening dialogue between the state and society, increasing transparency and accountability of government bodies, and creating conditions for a transition to modern models of digital governance based on objective standards and measurable results.

The relevance of the initiative was underlined by high demand for public services. According to organizers, more than 24 million services were delivered through the my.gov.uz portal since the beginning of 2026. At the same time, in several areas, including business registration, licensing, social benefit processing, and property rights, complex administrative procedures and excessive documentation requirements remain in place.

During the seminar, specialists from the UAE Prime Minister’s Office, as well as representatives of the ministries of justice, health, energy, and infrastructure of the UAE, presented international experience in implementing the Zero Government Bureaucracy initiative. Amira Al Ketbi, Head of the UAE Global Service Star Rating Program, introduced participants to the methodology for evaluating public service quality and its potential adaptation to Uzbekistan’s context.

Special attention was given to the presentation of the Zero Bureaucracy digital platform, designed to analyze administrative processes, identify bureaucratic barriers, develop proposals for their elimination, and monitor reform implementation. The platform creates a unified digital environment for interagency cooperation and enables performance assessment based on concrete indicators.

Discussions noted that the key objective of the program is a comprehensive revision of interaction mechanisms between citizens and public authorities. Based on the analysis, administrative procedures are expected to be simplified, authority distributed across governance levels, and selected processes further digitalized.

Participants emphasized that reducing bureaucracy is not an end in itself, but a tool to improve governance efficiency, enhance the quality of public services, and strengthen public trust in state institutions.
