Uzbekistan to Reform Film Industry Governance System
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan will reform its film industry governance system, including the termination of several state bodies and the introduction of new financing and expert review mechanisms, it was announced during a meeting between President Shavkat Mirziyoyev and cultural and artistic figures.
According to the decisions outlined, the Republican Film Commission, as well as the National and Artistic Councils, will cease operations.
New film financing framework
Starting from 1 September this year, up to 30% of the budget of state-commissioned films will be allocated to promotion and advertising costs.
The requirement for mandatory expert review of procurement contracts in film production will also be abolished.
It was additionally noted that foreign companies involved in film production in Uzbekistan will be exempt from taxes.
Incentives and revenue distribution system
Under the new rules, 50% of revenues generated from screenings of state-commissioned films will be directed to additional incentives for producers and creative teams.
An annual allocation of 5 billion soums will be provided to support the national film festival “Olting Humo”.
New expert review mechanisms
It was noted that the abolished structures did not ensure sufficient efficiency in management and oversight, prompting the reforms.
They will be replaced by paid expert groups formed from film industry specialists depending on the genre and thematic direction of projects.
These groups are expected to include representatives of the Union of Cinematographers of Uzbekistan, the Writers’ Union, and the Composers’ Union.
Relevant agencies have been instructed to develop proposals for implementing a new transparent management system in the film industry.
