Uzbekistan Proposes Reform to Regulate Holiday Home Rentals

Tashkent, Uzbekistan (UzDaily.com) — The Tax Committee of Uzbekistan has developed a draft regulatory act aimed at organizing and modernizing the rental market of dacha houses used in the tourism sector. The document has been published for public discussion, allowing citizens to submit their proposals.

According to the draft, dacha houses rented out to tourists will be officially registered in the system, but without the requirement to obtain additional licenses or permits. At the same time, owners of such properties will be exempt from paying the tourist tax.

A key element of the proposed reform is digitalization. Authorities plan to create a unified online platform where up-to-date rental prices will be published. This is expected to improve market transparency and reduce the risk of price manipulation.

In addition, information on rental activity will be automatically transmitted through digital services, reducing administrative procedures and easing bureaucratic pressure on property owners.

The draft also includes measures to combat illegal rentals. Citizens who report unauthorized rental activities may receive a reward of up to 30% of the imposed fine.

The overall goal of the reform is to establish a transparent and well-regulated rental market. Legal operators are expected to benefit from simplified procedures, while illegal activity is intended to be reduced through stronger monitoring and digital enforcement tools.
