Uzbekistan Approves New Rules for Insurance Agents
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan’s National Agency for Prospective Projects has approved a new regulation on insurance agents as part of ongoing reforms aimed at improving the legal framework of the country’s insurance sector under the Law on Insurance Activities.
The document was registered by the Ministry of Justice of the Republic of Uzbekistan on June 2, 2026, under registration number 3845.
The regulation defines procedures for the activities of insurance agents, their interaction with insurers, as well as their rights and obligations. It also establishes mechanisms for intermediary operations and outlines procedures for monitoring agent activities.
According to the document, agency agreements between insurers and insurance agents must be registered in a Unified Automated Information System operated by the Agency, with each agreement assigned a unique identification number (ID). The rules also introduce restrictions on insurance agents’ activities and provide for the creation of a register of dishonest market participants.
It is separately stipulated that insurance agents may only participate in insurance contracts linked to bank loans—except for insurance of banks’ own business risks—when acting on behalf of insurers that are residents of the Republic of Uzbekistan.
The regulation also introduces requirements for professional training and qualification upgrades for insurance agents, along with obligations to provide full information to policyholders. Additional provisions aim to ensure transparency in operations and strengthen consumer protection.
The adoption of the regulation is intended to improve oversight of the insurance market, increase transparency, and safeguard the rights and legitimate interests of insurance service consumers.
