MPs considered a draft law “On introduction of changes and amendments to law “On regulation of Legislative Chamber of Oliy Majlis”.

At the session, it was noted that political parties of Uzbekistan should actively implement their goals of the charter and progammes to protect interests of various groups of population through adoption and implementation of the laws, use of mechanism of parliamentary control.

The document introduces changes to mechanism of consideration and discussion of draft laws, in line with which the draft laws will be considered at responsible committees and factions of political parties. The committees will have no right to make conclusion on proposed draft law before consideration of it at factions. This process will ensure participation of political parties in all stages of legislative process and develop their positions on the documents based on goals of the parties and interests of their voters.

The draft law sets that representative of responsible committee will deliver opinion and proposals of political factions about the draft law at the session of Legislative Chamber.

MPs also adopted a draft law “On introduction of changes and amendments to the law “On regulation of Legislative Chamber of Oliy Majlis”. The document envisages creation of coordination group on organization of consideration of proposed draft laws and drafts of other normative documents under the Council of the Legislative Chamber.

The group will account received draft laws and follow up them in all stages of consideration. The group will also ensure that all necessary processes at draft law consideration are followed. It will attract experts, specialists and civil society to improve legislation.

Legislative Chamber of Oliy Majlis of Uzbekistan approved a concept of the law “On introduction of changes and amendments to the law “On regulation of Legislative Chamber of Oliy Majlis” and adopted it in the first reading.

MPs also considered other draft laws. In particular, they discussed a draft law “On introduction of changes and amendments to law “On employment of population”. The document was developed for further improving legal bases for employment of population.

The draft law also introduces additional norms, directed at providing job to population, accounting employment of population, creation of new jobs, monitoring of territorial employment programmes.

MPs discussed a draft law “On introduction of changes and amendments to Customs Code of Uzbekistan”, which envisages gradual introduction of electronic declaration of goods and mechanisms of submitting preliminary declaration to customs bodies before product arrives in customs territory of Uzbekistan.

MPs approved these documents in the first reading, taking into account proposals of MPs. The committees were entrusted to prepare documents to the second reading.

They also discussed draft law “On introduction of changes and amendments to article 113 of Customs Code of Uzbekistan”, which regulates order of repaying paid duties and levying customs payments.
