Tashkent host seminar on traffic safety rules
Tashkent, Uzbekistan (UzDaily.com) -- Committee of Legislative Chamber of Oliy Majlis on defence and security in cooperation with Main department on road safety of Internal Affairs and Agency for automobile and road transport of Uzbekistan organized a seminar “Legislation in traffic safety and improvement of its execution” on 22 April 2013.

MPs of Legislative Chamber, representatives of NGOs, insurance companies, enterprises and organization of passenger transportation, self-governing bodies and other organizations participated at the event.

The seminar was aimed at discussing issues of ensuring traffic safety, which is key to protect health, life and property of citizens, improve vehicles conditions and roads, explaining laws in this direction to population.

It was said that currently Uzbekistan carries out wide-scale work on ensuring traffic safety, prevent accidents, conduct explanation work among drivers and pedestrians, improving state of vehicles and roads.

Growth of number of vehicles is evidence for stability in Uzbekistan and improving well-being of population. In its turn, this requires to strengthen measures related to road traffic safety and improving related legislation.

During independence years, Uzbekistan adopted laws “On city passenger transport”, “On railway transport”, “On road traffic safety”, “On automobile roads”, and other laws, resolutions and decrees of the President and Government. In recent years, Uzbekistan has been strengthening legislation on road traffic safety, in particular, strengthen responsibility for drunk driving, using mobile phones while driving, etc. These measures helped to cut number of accidents in Uzbekistan.

New edition of law “On road traffic safety” came into force on 11 April 2013 and it is directed at protecting lives and health of citizens, strengthen protection of their rights and interests, as well as property. The document was developed based on international experience.

The document envisages that representatives of self-governing bodies and NGOs will participate in implementation of corresponding measures on road traffic safety. Self-governing bodies and NGOs will be able to make proposals on improving legislation on road traffic safety, participate in preventing measures, etc.

Road conditions are one of key factors for road safety. The analyses show that bad roads can create conditions for accidents. New law sets additional requirements for road designing, construction, reconstruction, repair and maintenance works.

The law also includes article on construction of service objects along roads to meet demands of participants of traffic.

New edition of the law pays attention to rules and liabilities of road traffic participants. In particular, it says that citizens can make proposals on placement or replacement of road signs. It also demands from legal entities to conduct medical examination of their drivers and buy insurance policies. It also sets requirements for training and re-training of drivers.

At the end of the seminar, the participants adopted recommendations on improving efficiency of legislation on road traffic saferty.
