Legislative Committee discusses execution of law “On automobile transport”
Tashkent, Uzbekistan (UzDaily.com) -- Committee of Legislative Committee of Oliy Majlis of Uzbekistan on industry, construction and trade held a meeting to discuss execution of the law “On automobile transport” by the Uzbek Agency for Automobile and River Transport, as well as in Karakalpakstan, Andijan and Surkhandarya regions.

MPs, representatives of the Cabinet of Ministers, ministries and departments, scholars and others participated at the event.

It was noted that Uzbekistan created necessary legal base for regulating relations in automobile transport. In particular, the law “On automobile transport” was adopted in the country, while President and Government adopted several decrees and resolutions. These documents created favourable conditions for development of market relations and healthy competition in rendering services of automobile transport. In the result, cargo and passenger turnover is growing each year and share of non-governmental sector in transportation passengers and freight. Currently, non-governmental sector carry out about 98.5% of passenger transportation and 90% of cargo transportation.

Currently, Uzbekistan produces automobiles at GM Uzbekistan and trucks at Samavto. It was noted that automobile transporters are buying their products to update their fleet. Now, some 130 automobile transporters have licenses in Uzbekistan to conduct international transportation.

However, there are shortages in implementation of the law “On automobile transport” by the Uzbek Agency for Automobile and River Transport, as well as in Karakalpakstan, Andijan and Surkhandarya regions. In particular, about 1,526 violations on licensing on cargo and passenger transportation and control over adherence to legislation by licensors were registered. There were also violations in open tenders on placement of inter-city, inter-regional and international passengers routes.

About 24,120 vehicles, which have not corresponding documents to conduct passenger transportation or vehicles do not meet set requirements, were banned for use. Some 713 of them fell to share of Karakalpakstan, 3,098 to Andijan region, and 2,131 to Surkhandarya region.

It was said that bus stations in some districts of Karakalpakstan do not have benches, sheds or information tablets. Majority of taxies render services without licenses. In Surkhandarya region, local Council of People’s Deputies never discussed implementation of legislation in this area. Local bodies did not develop programmes on development of transport sector. There are also no special places for taxi parking in the region. There are also problems in passenger and cargo transportation in Andijan region.

Participants shared their opinion and proposals on elimination of shortages and adopted decision of the committee.
