IT Park Uzbekistan strengthens IT cooperation with Finland

Tashkent, Uzbekistan (UzDaily.com) — IT Park Uzbekistan, as part of an official delegation led by Minister of Digital Technologies Sherzod Shermatov, has visited Finland and held a series of meetings with government agencies, investment institutions, and the country’s technology ecosystem.

The Uzbek delegation included representatives of IT Park Uzbekistan headed by First Deputy CEO Jakhongir Rajabov.

The discussions focused on expanding cooperation between Uzbekistan and Finland in IT outsourcing, developing startup ecosystems, launching joint innovation initiatives, and attracting Finnish technology companies to Uzbekistan.

Meetings were held with the Ministry for Foreign Affairs of Finland, the Ministry of Economic Affairs and Employment, the Ministry of Finance, the Ministry of Transport and Communications, as well as organisations including Maria 01, Business Finland, Work in Finland, Business Helsinki, Helsinki Partners, Sitra, Elisa, and Omnitele.

The parties discussed practical mechanisms for cooperation between the two countries’ tech ecosystems, including startup exchange and soft-landing programmes, integration of Uzbek projects into Scandinavian acceleration platforms, and expanded access to investment networks. The possibility of Finnish startups entering the Central Asian market through IT Park Uzbekistan was also considered.

Special attention was given to IT outsourcing development and building connections between Finnish companies and Uzbek IT professionals. IT Park Uzbekistan presented its Zero Risk programme, along with tax incentives and infrastructure benefits for residents, as well as opportunities to establish development centres, R&D teams, and remote service operations in the country.

During meetings with Business Finland, Helsinki Partners, and Work in Finland, discussions also covered grant programmes, international innovation initiatives, and support mechanisms for joint technology projects.

The delegation also met with Uzbek professionals and entrepreneurs working in international companies and universities, including Supercell, Ericsson Software Technology, Accenture, SUSE, Ametek Finland, Aalto University, and the University of Helsinki. Discussions focused on engaging the diaspora in the technology ecosystem through IT Park Bonus System and Uzbekistan Connect programmes, as well as developing mentoring initiatives for startups.

The Finnish side was invited to participate in major technology events in Uzbekistan, including ICT Week 2026, GBSF 2026, and TIIF 2026.

Both sides confirmed their commitment to further cooperation in startups, IT outsourcing, and technology exports. IT Park Uzbekistan stated that the visit marked an important step in strengthening international innovation partnerships between Uzbekistan and Finland.
