Uzbekistan Proposes Subsidies for EV Charging Costs
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has proposed a mechanism to partially compensate the cost of charging electric vehicles. The Ministry of Energy has submitted for public discussion a draft resolution titled “On measures to fundamentally improve the electric vehicle charging infrastructure,” which provides for subsidizing electricity prices at charging stations.
According to the document, from 1 May 2026, to 31,December 2030, the government plans to cover part of the cost of 1 kWh of electricity consumed at EV charging stations if it exceeds a base threshold of 300 Uzbek soums. Funding is expected to come from the state budget.
The explanatory note to the draft states that under a hypothetical tariff for second-category consumers of 1,000 soums per kWh, the subsidy would amount to 700 soums per kWh. The total budgetary cost of the mechanism is estimated at 246 billion soums in 2026 and could rise to 819 billion soums by 2030.
It is also noted that, given the start date of 1 May 2026, actual expenditures in the first year will be calculated proportionally for eight months and are expected to amount to around 164 billion soums.
The draft further states that subsidies will not be included in the aggregate income of individuals and will not be subject to taxation. Payments are planned to be made monthly through tax authorities using the Soliq mobile application, with transfers to citizens’ bank cards.
The initiative aims to stimulate the development of EV charging infrastructure and expand the use of electric transport in the country as part of the transition to more environmentally friendly modes of transportation.
