The general plan was developed by the Committee Uzdavrarhitektqurilish and UzshaharsozlikLITI. Two-year works were conducted before plan development.

According to the plan, small ring road will be built within the city, which should decrease transport load and improve automobile traffic. It is planned to reconstruct Quvasoy street, Ahmad al Farghoni Street and Sayilgoh Street and construct new roads.

The plan also envisages reconstruction of six ridges over Margilan-say and construction of four new ones, which will improve road traffic in rush hours.

Ferghana Yog’-Moy, Gazpapparat and Ferghana Chemical Factory of Furan Compounds will be moved to city outside. It is planned to construct social objects in their premises.

Newspaper Novosti Uzbekistan said that Central Football Stadium with the capacity of 20,000 seats will be moved to Chekshura mahalla (neighbourhood). It is planned to construct automobile camping, trade complex and recreation zones.

The general plan also envisages measures on improving water, gas and electricity supply to population. The works on construction of sluice from Andijan water reservoir has been started. Water reservoirs for water distribution will be constructed near Ferghana city.
