Uzbekistan Guarantees Job Security for Civil Servants Studying Abroad
Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis of Uzbekistan has considered in the first reading a draft law introducing amendments to the Law “On State Civil Service” and strengthening guarantees for improving the professional qualifications of civil servants.
The document provides for the preservation of a state civil servant’s workplace or position in the event that they undertake master’s or doctoral studies at prestigious foreign educational institutions on the basis of grants. Such a decision would be made subject to the written consent of the employer.
At the same time, the employer is granted the right to assess the relevance of the selected educational program to the profile of the respective government body. The draft law also establishes an obligation for the employee, upon completion of studies, to work in the relevant state body for a period equal to the duration of their studies abroad.
It is separately noted that the period of study abroad will be included in the civil servant’s length of service and taken into account when calculating monthly seniority-based allowances.
Following the review, lawmakers supported the draft law in its first reading, emphasizing its importance for forming a professional and qualified personnel system within the civil service.
