Uzbekistan Approves Support for Inclusive Employment

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has approved a procedure for providing subsidies and concessional loans to employers and citizens aimed at expanding employment opportunities and adapting workplaces for people with disabilities.

The departmental regulation was registered by the Ministry of Justice of Uzbekistan on 7 May 2026, under number 3832 and governs the use of resources from the State Employment Promotion Fund.

Under the document, employers will be eligible for subsidies compensating expenses related to professional training, retraining, and advanced qualification programs for employees referred by employment authorities. Support is set at four sizes of the basic estimated value unit (BEV) per month for each employee for up to six months.

Separate payments are предусмотрены for the employment of socially vulnerable groups above the established minimum employment quota. In such cases, subsidies will amount to two of the BEV per month for each employee for up to 12 months.

Significant support is also предусмотрена for creating inclusive labor market infrastructure. Employers will receive compensation for expenses related to adapting workplaces and working conditions for people with disabilities in an amount of up to 40 sizes of the BEV for each workplace.

In addition, employers hiring individuals released from correctional institutions who remain employed for at least three months will receive a one-time payment equal to three sizes of the BEV.

The regulation also introduces temporary incentive measures effective from 1 July 2026, through 1 January 2028. During this period, the state will compensate up to 50% of costs, but no more than 20 sizes of the BEV, for obtaining international and national professional certificates for teachers and vocational training instructors.

Entrepreneurs establishing qualification assessment centers will be eligible for compensation covering up to 30% of the cost of assessment tools, capped at 200 sizes of the BEV.

To support employment for people with disabilities, the document also introduces an interest-free lending mechanism for up to three years with a six-month grace period.

Loans may reach up to 75 sizes of the BEV and can be used for purchasing equipment, tools, raw materials, internet connection services, as well as starting or expanding entrepreneurial activities.

Applications for subsidies and loans will be processed through the digital platforms my.gov.uz, the Unified National Labor System, and the Online Mahalla system, enabling a fully electronic format for submission and review procedures.
