Uzbek leader approves measures on eliminating red-tape
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov signed a resolution “On measures on eliminating red-tape and further increasing freedom of entrepreneurship activity” on 25 August 2011.

The resolution approved additional measures on eliminating red-tape barriers and further improving freedom of entrepreneurship activity.

In particular, from 1 September 2011, several permission documents in entrepreneurship activity have been abolished, including in natural resources use, production, foreign-economic activity, trade and catering, etc.

It is forbidden to state bodies to introduce new types of permission and permission procedures, which are not envisaged in the legislation of Uzbekistan.

From 1 October 2011, the President set a new order, which sets that state bodies should consider allocation of land to small industrial enterprises within a month.

State bodies in places in cooperation with the State Property Committee were obliged to provide free and unused premises to small businesses for organization of production capacities on rent within seven days from the date of application submission.

According to the document, issue of permission documents to small and private businesses, which are necessary for construction of production objects, will be carried out on the bases of one-stop shop principle.

The resolution said that the permissions should be issued within 30 working days, excluding to specific types of business activity, determined by the Cabinet of Ministers.

From 1 October 2011, microfirms and small enterprises, which export their products, services and works (except export of raw materials, indicated in presidential decree No 1871 from 10 October 1997) will be able register export contracts at the state customs bodies during customs clearance of goods.

From 1 October 2011, Uzbekistan will start to test one-stop shop mechanism for export operations, which will provide services such as customs registration, declaration, certification, etc.

The Government of Uzbekistan was entrusted to develop temporary regulation on carrying out export operation on one-stop shop in a month term, and stipulate measures on simplifying customs and certification, as well as cutting terms and cost of their execution.

The resolution also set new rates for customs registration, paid at exports of goods, which envisages decrease of rates at least twice compared to current ones.

The rate for goods and transport means in “export” customs regime is set at the size of 0.1% of customs cost or at least 50% of minimal size of salary. Same rate has been set for customs regime “processing at customs territory”.
