Tashkent, Uzbekistan (UzDaily.com) - The Accounts Chamber created a single “Remote Control” Center. It launched a system for using 115 types of databases from 28 government agencies and organizations.

This Center allows for vertical control over the execution of public finances through online and remote analysis.

During a recent remote audit conducted at the Center, the Accounts Chamber identified the risks of illegal theft of funds through the payment of scholarships at Andijan State University.

During an on-site inspection of identified suspicious payments, it was established that a total of 39.3 billion soums in cash were stolen. In particular:

- 8,761 students who studied without a scholarship at the expense of contract funds were awarded 25.1 billion soums of additional scholarships through falsification of pay slips;

- the 9.3 billion soums of contract payments paid by students were not credited to the university account;

- 2.7 billion soums of financial incentives allocated to students were not distributed, and their signatures were falsified;

- 2,226 students were allocated inflated scholarships in the amount of 1.1 billion soums at the expense of budgetary funds twice in one period;

- 911.8 million soums of funds received from the rental of student dormitories were not credited to the university account and were misappropriated.

In addition, contrary to the requirements of the legislation on public procurement, a direct agreement was concluded with an individual in the amount of 2.5 billion soums for the purchase of a service house for the university, of which 300 million soums were transferred incorrectly.

From the misappropriated funds identified at the University, an amount of 5.1 billion soums was recovered.

Based on the results of the inspection, the compiled materials were transferred to law enforcement agencies for legal examination.

The Accounts Chamber will continue to conduct remote analysis and control activities in connection with identified risks.
