The law is directed at ensuring security at railway transportation. Senators noted that the law will help to improve legislative base and law enforcement practice in the area of ensuring security at railway transportation objects, preventing emergency situations, creating threat to life and health of people, public security and stability of the state.

The law sets special order of passenger inspections at stations and platforms to prevent terrorism and other illegal acts, strengthen public order in places, and prevent delivery of dangerous cargos and explosives to railway stations.
