How to improve a country’s rating for e-government implementation

Tashkent, Uzbekistan (UzDaily.com) -- Presidential resolution “On additional measures to improve the rating of the Republic of Uzbekistan in the United Nations E-Government Study report” was adopted.

The Coordination Commission for the Implementation of the Strategy “Digital Uzbekistan - 2030” organizes and coordinates work towards improving the rating of the Republic of Uzbekistan in the UN report “E-Government Study”. At the same time, the goal is to enter the top 30 countries according to the E-Government Development Index by 2030. The document approved the composition of five Working Groups responsible for improving the relevant indicators of the “E-Government Study” report, Norma reports.

Their tasks:

analysis of the most important structural indicators, the methodology for their formation, information in the latest reports, as well as preparation of proposals to eliminate systemic problems and shortcomings;

inventory of the functions of government agencies and organizations, formation of a list of digitized processes, development of requirements for the implementation of digital services in a simplified format, including one convenient for people in need of social protection;

development of proposals for developing competition in the telecommunications services market, ensuring equal conditions for operators and providers, simplifying the processes of connecting to the Internet for entities providing telecommunications services;

development of specific proposals for the implementation of advanced technologies, such as artificial intelligence, big data, Internet of things and blockchain;

introduction of international criteria for assessing the overall coverage of education and its duration, development of a system of education for the population, etc.

From 1 June 2024, new digital services will, as a rule, be implemented primarily in the my.gov.uz mobile application.

It is planned to increase the number of services provided on the Unified Portal to 700 by the end of 2024, and the level of their automation to 65%.

The Ministry of Digital Technologies was instructed to develop a draft regulatory legal act on the phased organization in all regions of the republic of a unified centralized dispatch service “112” for receiving and promptly processing calls from the population for emergency operational services.

Also, from 1 November 2023, it is planned to implement a cooperation program aimed at bringing broadband Internet to households.
