National anti-doping agency reorganized in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- A Presidential Resolution “On measures to effectively organize the activities of the National Anti-Doping Agency of the Republic of Uzbekistan within the framework of administrative reforms” was adopted.

The National Anti-Doping Agency under the Cabinet of Ministers is being transformed into the National Anti-Doping Agency of the Republic of Uzbekistan.

The document approved:

priority areas of activity of the National Anti-Doping Agency;

organizational structure of the agency;

"road map" for the transformation of the agency’s activities.

The National Anti-Doping Agency has the status of a republican executive body and is accountable in its activities to the President and the Cabinet of Ministers. 

The Agency:

conducts constant monitoring of the implementation of the rules and requirements of the World Anti-Doping Agency and implements them in a timely manner;

ensures the fulfillment of obligations arising from the UNESCO International Convention against Doping in Sport and the World Anti-Doping Code;

within its competence represents the rights and interests of athletes and coaches of Uzbekistan;

develops methodological recommendations to prevent the use of doping in sports;

determines the procedures for managing the results of doping control, takes disciplinary measures on identified cases of doping in sports by organizing the activities of the commissions included in its structure.

The document determines that, taking into account the recommendations of the World Anti-Doping Agency, as well as before the introduction of a unified wage system in ministries and departments in accordance with the administrative reforms of New Uzbekistan, starting from 15 May 2023:

in accordance with the approved categories of remuneration according to the Unified Tariff Scale, when determining the official salaries of employees of the National Anti-Doping Agency, tariff coefficients are applied in a 2.5-fold amount;

employees of the National Anti-Doping Agency at the expense of the State budget are paid a monthly bonus for the length of service (in coefficients in relation to the official salary, taking into account the incentive coefficient) in the following amounts:

from 1 to 3 years - 0.3;

from 3 to 5 years - 0.6;

from 5 to 10 years - 0.8;

from 10 to 15 years - 1.0;

from 15 to 20 years - 1.2;

over 20 - 1.5.

When calculating the coefficient of monthly bonuses for length of service, the period of employment of employees of the National Anti-Doping Agency in all organizations, regardless of their legal form (with the exception of the period of work as an individual entrepreneur and self-employed person), is taken into account.

By 15 December  2023, it is planned to implement measures to digitalize the areas of anti-doping control and monitoring, in particular:

implementation of an online system of "biological passport" (ABP) of an athlete for the organization of doping testing and doping control, collection and storage of information about athletes;

creation of an electronic anti-doping education platform for athletes;

phased implementation of the National Platform for Verification of Banned Substances in Sport.
