Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Economy and Finance has published a draft order on the procedure for forming a single register of dishonest executors in state procurement.

This document was developed in accordance with the presidential decree of 17 November 2022, which instructed to approve the procedure for forming the register and its integration with the "Transparent Construction" information system.

A participant, winner, or executor may be included in the register based on a court decision, a commission for the consideration of complaints in the field of state procurement, or the Ministry of Economy and Finance.

Dishonest executors will be included in the register for 2 years, during which time they will not be able to participate in state procurement. At the end of this period, the executor will be considered excluded from the register.

The state customer will be responsible for concluding a contract for state procurement with a dishonest executor. The register will be available to all users as a portal where they can receive information for free and use it.

Any individual or legal entity, state body, participant in state procurement, or state customer who disagrees with the actions or inaction of the winner or executor may apply to include the participant in the register. This may occur, for example, when winners of procurement procedures refuse to conclude a contract with the state customer, when contractual obligations are not fulfilled properly, or when knowingly false documents are submitted.

Discussion of the draft order will be held until 19 April.
