Tashkent, Uzbekistan (UzDaily.com) - The Presidential Resolution “On measures for the high-quality and timely implementation of the Uzbekistan 2030 Strategy in 2023” was adopted.

In accordance with Presidential Decree “On the Strategy “Uzbekistan - 2030”, in the Year of Care for People and Quality Education, it is planned to implement measures in all spheres of the country’s social and economic life.

The sphere of education

Starting from 1 January 2024:

Pupils of state preschool educational organizations are provided with milk enriched with protein, vitamins and minerals, as well as bread products saturated with iodine;

all primary school students in the Koshkupir and Khankin districts of the Khorezm region are provided with educational tablets as an experiment;

compensation is provided to cover part of the interest rate on bank loans in the amount of up to 20 billion soums, allocated for the organization of non-state general secondary educational organizations;

starting from the 2023/2024 academic year:

vocational training courses are being introduced for 10th grade students;

Presidential and specialized schools are defined as "base schools" for general secondary educational institutions.

Healthcare sector

From 1 January 2024 the following will be implemented:

operations for transplantation of hematopoietic bone marrow stem cells to children suffering from oncohematological diseases at the Center for Pediatric Hematology, Oncology and Clinical Immunology and the National Children’s Medical Center;

treatment of patients suffering from viral hepatitis “C” and children suffering from cancer who require hematopoietic bone marrow stem cell transplantation, entirely at the expense of the state budget.

From 1 October, 2023, a procedure for conducting “social services cases” will be introduced separately for each family that finds itself in a difficult life situation or with a high risk of ending up in such a situation. This provides for the provision of social services, such as improving the conditions in these families, providing them with therapeutic and medicinal products, placing children in preschool and school educational organizations, and providing them with financial assistance.

Starting from 1 January 2024, state health insurance mechanisms are being gradually introduced in medical institutions in Tashkent, providing for the provision of guaranteed free medical services and a list of medicines for groups of diseases.

Based on the “voucher” system, persons with disabilities are gradually provided with prosthetic and orthopedic, rehabilitation and medicines.

Supporting Citizens’ Potential

From 1 January 2024, the state will cover the costs of preparing women in difficult social situations for professions.

Ensuring sustainable economic growth

From 1 October 2023, the practice of applying financial sanctions to business entities for tax offenses in the amount of over 10 million soums will be introduced. exclusively in court in cases where a business entity disputes the fact of an offense.

From 1 January 2024, the following procedure will be introduced:

providing subsidies to agricultural producers in the amount of 50% of the insurance premium for crop insurance;

payment of 1% of the amount accrued for property tax and land tax for research and development (R&D) centers, as well as the calculation of a social tax rate of 1% to their employees - for a period of up to three years starting from the date of creation of these centers;

financing at least 5% of the cost of investment projects annually implemented by organizations with a state share of more than 50%, by issuing bonds.

It is also planned to introduce a system of refunding VAT to individuals and legal entities in full at the expense of foreign tourists - for products purchased in Uzbekistan and issued under the “Tax free” system at international airports, and tour operators - for export services under contracts with foreign counterparties.

To create decent conditions for realizing the potential of each person, the following have been approved:
