What are the benefits of waste management reforms?

Tashkent, Uzbekistan (UzDaily.com) -- In 2022, in accordance with Decree of the President of the Republic of Uzbekistan “On priority measures to reform the waste management system”, sanitary and treatment enterprises that collect, transport, sort and process household waste, a number of benefits were granted.

It is worth noting that the provision of these preferences is an opportunity for industry enterprises that have been affected by various difficulties. All entrepreneurs who took part in open tenders and received the right to sign a public-private partnership agreement by tender commissions led by the Chairman of the Council of Ministers of the Republic of Karakalpakstan and regional khokims received a number of social and economic benefits.

As a result of the measures taken to implement the Decree, the following has been achieved:

67 public-private partnership (PPP) projects were launched by private business partners providing services in 126 city districts;

The share of the private sector in industry has reached 80%;

Service coverage increased to 98% in the territories where PPP projects were implemented;

The volume of services provided increased by 36% compared to the same period in 2021 and amounted to 66.1 billion soums (48.7 billion soums in March 2021), and the level of collection of mandatory payments increased by 38% to 50.5 billion soums (35 .8 billion soums in March 2021). These figures continue to rise; to date, private investment in the amount of 174.3 billion soums has been attracted.

In accordance with the agreements signed within the framework of PPP projects, for a total amount of 1,261 billion soums, it is planned to purchase 1,129 special equipment for waste transportation and 7,827 garbage containers, build 1,017 waste collection stations, 72 transfer stations, 60 sorting and 49 processing plants .

The Ministry of Ecology, Environment Protection and Climate Change announces that it is always ready to cooperate to get acquainted with the documents related to the organization of the activities of private sanitation enterprises that take the lead in managing waste-related work, as well as to share their achievements and shortcomings.
