Tashkent hosted a roundtable dedicated to issues improving parliamentary control and impact to improvement of law enforcement practice in modern stage. Representatives of UzLiDeP expressed proposal on further improving draft law “On parliamentary control”, which was initiated by the party.

Participants said that the law will be directed at creating legal base for use of modern form of parliamentary control and it will become one of significant legal elements of power division, “deterrent and counterbalance” between powers, etc.

Fahriddin Zairov, member of UzLiDeP fraction at lower house of parliament, said that currently the Constitution and laws of Uzbekistan envisage various forms of parliamentary control – MPs control, parliamentary request, hearings. In practice, the parliament uses parliamentary hearings and parliamentary request.

UzLiDeP actively uses these forms of parliamentary control, which is clearly reflected at discussions of the state budget, its implementation and realization of important state programmes.

Nasima Alimova, UzLiDeP MP, said that the party pays special attention to studying implementation of reforms directed at improving well-being of population, achieving high economic growth and balanced macroeconomic results at analytical work of the committees of the chambers.

UzLiDeP official said that in 2010 the party adopted measures directed at studying and developing recommendations on further effective execution of Anti-crisis programme’s measures. She said that the party initiated parliamentary request to the Ministry of Foreign Economic Relations, Investment and Trade, Ministry of Economy, Ministry of Finance on implementation of programme on implementation of important projects on modernization, technical and technological re-equipment of production capacities for 2009-2014.

In the result of hearing, the recommendations for improvement of legislative base for execution of investment projects were adopted, she added.

During the event, the participants developed recommendations on further improvement of law “On parliamentary control”, which is directed at use of modern forms of parliamentary control. The draft law will be one of key elements of power division.
