UzLiDeP faction discusses state budget execution
Tashkent, Uzbekistan (UzDaily.com) -- Faction of the Liberal-Democratic Party of Uzbekistan (UzLiDeP) at the Legislative Chamber of Oliy Majlis of Uzbekistan held a session to discuss execution of the State Budget in 2013 and in the first quarter of 2014.

It was noted that Uzbekistan recorded 8% growth of GDP in 2013, industrial output – 8.8%, agriculture output – 6.8%, construction works – 16.6%, services – 13.5% and retail trade turnover – 14.8%.

In the first quarter of 2014, the economy of Uzbekistan rose by 7.5%. The state budget was executed with 0.2% surplus to the GDP.

It was underlined that in the first quarter of 2014 the state budget was implemented in line with the parameters, approved by the parliament and decision of the President, as well as in line with the new Budget Code of Uzbekistan.

Over 26,000 new small businesses were created in 2013 and their number reached at 190,000 as of the end of 2013. The share of small businesses in GDP of Uzbekistan rose from 31% in 2000 to 55.8% in 2013. Currently, the small businesses produce 23% of industrial production, all volume of market services, 18% of export products and provide jobs to 75% of people, working in economy.

UzLiDeP underlined that execution of the progamme on priorities of industrial development in 2011-2015 and industrial programmes on modernization and equipment, the processing industry takes more important role in economy. Currently, the processing industry produces over 78% of industrial production of Uzbekistan.

The party noted that over 72% of exports fell to share of non-raw goods, which shows diversification of the economy.

In the first quarter, over 62 state assets were sold to small businesses, while 15,400 premises were handed over to the businesses. The commercial banks issued loans for 2.1 trillion soums to small and private businesses, which rose by 1.3 times. Loans of international financial institutions for US$22.1 million were used in the first quarter of 2014 (1.2 times).

Measures adopted to review insolvent enterprises helped them to produce goods for 668.2 billion soums in the first quarter of 2014 and they exported goods for over US$37 million. This helped to create 6,100 new jobs.

Fund for support of exports of small businesses and private entrepreneurs helped 448 businesses to export goods for US$207.3 million. Specialized foreign trade company Uztadbirkorexport organized exports of goods, produced by small businesses, for US$208.6 million.

The party also discussed production of agriculture goods in Uzbekistan and formation of favourable conditions for farmers. The farmers should receive agriculture equipment. The works of improving land fertility should be continued as well.

The party considered creation of jobs. It was said that some 970,000 new jobs were created in 2013, of which 60% fell to share of rural areas.

UzLiDeP also considered tax system, created for small businesses. It was said that income from single tax payments rose by 28.4% in 2013 compared to 2012.

The party critically reviewed inspections conducted on execution of local budgets, budget discipline, financial violations, thefts and illegal use of budget resources. The party said that the work should be strengthened to prevent illegal use of budget resources.

The party called for further development of electronic procurement system, which helps to save budget resources. At the same time, it helps to attract small businesses to public procurement. Over 83% of goods and services, procured via electronic public procurement, fell to share of small and private businesses.

UzLiDeP underlined that it is necessary to speed up implementation of industrial development programmes and creation of new capacities, improve business environment, strengthen export potential of the country.

The party adopted corresponding decisions on the report on execution of the State budget of Uzbekistan in 2013 and in the first quarter of 2014.
