Uzbekistan to strengthen targeted and effective social protection for citizens in need of support

Tashkent, Uzbekistan (UzDaily.com) — A law signed by the President introduces amendments and additions to several legislative acts, aimed at enhancing social protection for citizens requiring assistance.

The law brings changes to various statutes, including delegating the National Agency for Social Protection with responsibilities such as issuing funeral benefits and defining its authority in protecting women from oppression and violence. It also removes the requirement for paying state fees in civil and administrative court cases.

Moreover, it stipulates that medical institution certification will no longer be required when counting time spent caring for the elderly (aged 80 and above) in need of assistance toward work experience. Additionally, the law grants free access to public transportation for lonely elderly individuals, those living alone, and people with disabilities requiring care.

The law also mandates that the “Inson” social service centers receive information about transactions involving the transfer of homes (or apartments) under lifetime support contracts, lifetime rent agreements, and the distribution of assets of individuals under guardianship, along with other transactions concerning their well-being.

Amendments to the "State Duty Law" will exempt elderly people living alone and individuals with disabilities requiring assistance from paying state duties when replacing lost or damaged identification ID cards or biometric passports.

Additionally, state duties will not be charged for temporary registration of certain vulnerable categories by the "Inson" social service centers.

Orphans and children deprived of parental care will also be exempted from state fees for notarial actions related to property acquired by the state on their behalf in the secondary housing market.

Furthermore, the law provides that sponsorship funds directed to support lonely elderly individuals and people with disabilities requiring care will be considered deductible expenses when calculating taxable income.
