Uzbekistan to Launch Digital Platform for Online Employment Contracts

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan will soon launch a digital platform that will allow small enterprises to conclude and terminate employment contracts online.

The initiative was announced by Minister of Employment and Poverty Reduction Botir Zakhirov in an interview with Uzbekistan 24 following a presidential presentation on new employment strategies on 25 July.

According to the minister, the President has instructed relevant authorities to simplify labor regulations, particularly for small businesses in the service sector.

“We are launching a new digital platform that will enable organizations with up to 50 employees to sign and terminate employment contracts through a mobile application — eliminating bureaucracy and paperwork,” said Zakhirov.

He also highlighted the ongoing shortage of skilled labor across many sectors of the economy.
“According to international organizations and domestic studies, 30% to 60% of businesses in various fields face a shortage of qualified personnel,” he noted.

One key cause of this issue, he explained, is the absence of an effective mechanism linking job seekers with employers.

In addition, a persistent gap remains between the content of vocational education and actual labor market needs.

As part of ongoing reforms, the entire employment system will be overhauled. Labor agencies will no longer act as supervisory bodies; instead, they will function as recruiters assisting businesses in workforce placement. Vocational education will be restructured under a three-tier model, including the introduction of training vouchers for professional retraining.

These measures aim to reduce structural unemployment, support entrepreneurship, and provide more flexible labor regulations in line with the needs of a modern economy.
