Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan plans to introduce a system of calculating penalty points for systematic violations of traffic rules by vehicle drivers.

The Legislative Chamber of the Oliy Majlis is considering the draft law “On amendments and additions to the Criminal Code, the Criminal Procedure Code of the Republic of Uzbekistan and the Code of the Republic of Uzbekistan on administrative responsibility in connection with improving the road safety system.”

It is noted that the number of road accidents in the country is increasing as a result of non-compliance by some drivers with traffic rules. In particular, road accidents with serious consequences occur due to the fact that a driver under the influence of alcohol is not aware of his actions while driving a vehicle.

Cases of “aggressive driving” have also become more frequent, expressed in the display of disrespect by individual drivers towards other road users, traffic rules, non-compliance with the culture of traffic management, harsh driving and other actions.

The bill envisages the prevention of road accidents, ensuring the inevitability of punishment for persons who have committed serious offenses, as well as establishing criminal liability for repeated driving of a vehicle by a person deprived of the right to drive.

It is also planned to introduce a system of calculating penalty points for systematic violations by vehicle drivers. That is, it is proposed to introduce a procedure for depriving a driver of the right to drive a vehicle as an additional punishment for the last offense committed in cases where the penalty points accrued under this norm exceed twelve points per year.

In accordance with this procedure, if a driver accumulates a set number of penalty points for committing traffic violations during the year, he is subject to an additional penalty in the form of deprivation of the right to drive a vehicle.

It is noted that, given that the punishment in the form of deprivation of the right to drive a vehicle is applied by the courts, it is proposed to apply the procedure for administrative punishment by the district (city) court in criminal cases for exceeding the established amount of penalty points awarded for violations of traffic rules.

In addition, separate articles envisage the establishment of administrative and criminal liability for incidents involving vehicles operating on compressed natural gas and liquefied petroleum gas.

After discussions and long polemics, the draft law was adopted by deputies.
