The decision was adopted in line with the resolution of the Cabinet of Ministers “On measures on further improvement of order of financing higher educational establishments of the country”.

New order envisages determining the volume of budget financing for each higher educational establishments from basic normative expenses for educating one student.

The order will include basic normative expenses for each student to maintenance of higher education establishment, including payment of labour and other social payments, stipends, formation of special fund on material stimulating, and other expenses.

In line with the document, higher educational establishments will be divided into groups at determining basic normative expenses based on main directions of students’ training, maintenance of material-technical base, etc.

The order will be directed at increasing interest of higher educational establishments in rational use of allocated budget funds, strengthening their responsibility for targeted use of budget fund and budget discipline.

In line with the resolution, the base normative expenses for educating student at higher educational establishment of Uzbekistan, financed due to budget resources, will be approved annually.

The government entrusted Minister of higher education and special education in cooperation with the Ministry of Labour and Social Protection of Population and Finance Ministry to approve improved standard staff list of higher educational establishment from 1 November 2010. The standard staff list should include optimization of administrative-management and additional personnel at institutions.
