Uzbekistan to gradually phase out obsolete energy installations

Tashkent, Uzbekistan (UzDaily.com) — As part of the implementation of the state program under the "Uzbekistan – 2030" strategy, which is aimed at environmental protection and the development of a "green" economy, the country will undertake a large-scale effort to enhance energy efficiency.

Between 2025 and 2027, 23 outdated and low-efficiency thermal power plant units with a total capacity of 3,257 MW are scheduled to be decommissioned and conserved.

These measures are being implemented in accordance with the Presidential Decree of January 30, 2025, and the Presidential Resolution of 27 February 2025, "On Measures to Improve the Efficiency of Energy Resource Utilization in 2025." The key objectives of the project are to reduce fuel consumption, lower electricity production costs, minimize negative environmental impacts, and transition to a "green" economic growth model.

According to the approved plan, the decommissioning will affect facilities at the Syrdarya, Talimarjan, Angren, Novo-Angren, Tashkent, and Navoi thermal power plants, as well as the Fergana combined heat and power plant. It is noteworthy that 80% of the total decommissioned capacity belongs to JSC "Thermal Power Plants."

At the same time, projects for the introduction of modern energy-saving technologies are actively continuing in the country. In particular, at the Talimarjan TPP, the construction of three to four new combined-cycle gas turbine units with a total capacity of 1,065 MW is nearing completion, while at the Navoi TPP, work is underway to create a combined-cycle gas turbine unit with a capacity of 650 MW.

Additionally, as part of an investment project to develop cogeneration capacity in the capital of Uzbekistan, energy-generating units are being built in several districts of Tashkent. In the Sergeli district, a 2.3 MW power generation unit is being developed, which will also produce 11 Gcal of heat. In the Yunusabad district, on the territory of the 4th heating plant, a 100 MW gas-piston unit is under construction. In 2025, similar projects will be implemented in the Mirzo-Ulugbek, Yangikhayot, Uchtepa, and Yashnabad districts of the capital.

These measures are aimed at modernizing the country’s energy sector, improving its efficiency, and accelerating the transition to environmentally friendly technologies.
