Uzbekistan to develop concept for the development of activities of representative bodies of government at the local level

Tashkent, Uzbekistan (UzDaily.com) -- Over the past period, consistent reforms have been carried out aimed at radically reforming all spheres of public administration and public life, strengthening the accountability, openness and transparency of government bodies, and establishing effective control of representative bodies.

In particular, in order to expand the control functions of the Kengashes of people’s deputies over the activities of local executive authorities, they were given more than forty additional powers.

In general, large-scale work has been carried out to improve the efficiency of the activities of territorial representative bodies.

As a logical continuation of the reforms carried out in this direction, the Decree of the President of the Republic of Uzbekistan “On measures to increase the efficiency of the activities of local government bodies” from 2 February 2024 was adopted. The decree took important steps to further enhance the activities of local Kengashes of people’s deputies based on the principle of “Strong Kengash, proactive and accountable khokim.”

The task of developing a Concept for the development of the activities of local representative bodies of government in Uzbekistan until 2030 has also been defined.

The Senate of the Oliy Majlis has created a Commission to organize the development of the Concept and separate working groups of industry specialists in each area.

At a meeting of the Commission, created headed by the Chairman of the Senate of the Oliy Majlis, issues of developing a draft Concept were discussed, providing for the transformation of local representative bodies of government into a real institution of power.

The areas that should be paid attention to when developing the Concept have been identified. At the same time, the need for an in-depth analysis of the factors and reasons that impede the effective activities of the Kengashes of people’s deputies and the study of foreign experience regarding the activities of representative bodies was noted.

The Concept notes the need to further improve the legal framework regulating the activities of local Kengashes, ensuring openness and transparency, and creating an electronic platform for dialogue between deputies and voters through the widespread introduction of digital technologies.

Tasks such as organizing discussions of the Concept and the corresponding draft “road map” for its implementation with the participation of representatives of the general public and foreign experts have been identified.
