President of Uzbekistan Islam Karimov signed a resolution “On formation of off-budget Fund on reconstruction, capital repair and equipment of educational establishments” on 10 November 2010.

The document was adopted in order to effective use and regular update of material-technical base of educational establishments, carry out regular equipment them with computer equipment, educational-laboratory equipment, furniture and inventory, as well as wide introduction of advanced educational technologies and information-communication technologies (ICT) to education process.

At the same time, according to the document, the Fund of School Education under the Finance Ministry of Uzbekistan will be abolished. All assets and liabilities of abolished Fund of School Education will be transferred to newly created fund.

The resolution set tasks of the off-budget Fund on reconstruction, capital repair and equipment of educational establishments under the Uzbekistan Finance Ministry, which are:

• Accumulate incomes of the Fund for their targeted use to equip educational establishments – general schools, academic lyceums and professional colleges;
• Finance works on reconstruction and capital repair of educational establishments, including to broaden educational buildings with educational shops and laboratories, creation of sport halls and fields, other educational infrastructure in case of necessity;
• Finance systematic re-equipment in line with modern requirements and re-equipment of educational establishments with new educational-laboratory and production equipment, computers and other educational ICT products, furniture and tools based on approved norms.

• Resources, received from payment of mandatory deductions to the Fund in line with legislation;
• Off-budget funds of the Councils of Ministers of Karakalpakstan, regional administrations and Tashkent city administration;
• Grants and preferential credits (loans) of international financial institutions and other foreign donors. Means of sponsors – legal entities and individuals, including non-residents of Uzbekistan.
• Incomes from placement of free funds of the Fund and other income, which are not forbidden with the legislation of Uzbekistan.
