Uzbekistan to create another special industrial zone
Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan will create a special industrial zone “Angren” (SIZ Angren) in Tashkent region. President of Uzbekistan Islam Karimov signed a decree “On creation of special industrial zone “Angren” on 13 April 2012.

The document was adopted in order to form favourable conditions for attracting foreign and local investments to create modern high-technologic production, which will produce competitive products with high value added cost, as well as for complex and effective use of production and resource potential of Tashkent region, as well as create new jobs and raise income of population.

Main tasks and directions of activities of the special industrial zone “Angren” are:

  • Forming favourable conditions for attracting investments, first of all direct, to create and effective activity of modern high-technologic capacities on production of competitive products with high value added cost;
  • Ensuring complex and effective use of production and resource potential of the region, which is part of the special industrial zone, creating new production capacity on deep processing mineral and raw resources;
  • Deepening localization processes at production of high technologic products based on local raw materials based on close cooperation relations and development of industrial cooperation among enterprises of the special industrial zone and Uzbekistan as a whole;
  • Ensuring development and effective use of transport, engineer-communication and social infrastructure, further development and wide use of potential of Angren Logistic Center, creation of system on automobile and container cargo transportation.

According to the decree, the special industrial zone “Angren” will function for 30 years, but the term can be extended in future.

During operation of the special industrial zone, special tax regime and customs preferences will be applied in its territory. Administrative council of SIZ Angren will provide status of participant of the special industrial zone.

Main tasks and functions of the Administrative council of SIZ Angren are to adopt decisions on providing status of participant of SIZ Angren and coordinate work of ministries and departments and others on implementation of projects in the zone, and solving other issues, related to the activities of the zone.

The Administrative council of SIZ Angren will adopt decision on realization of unused capacities and properties, owned by the government, to participant of the zone on zero redemption price and implement complex of measures on effective operation of zone.

The business entities, registered in the zone, will be exempted from paying of income and property taxes for legal entities, social infrastructure development taxes, as well as unified tax payment for small businesses, compulsory contributions to the Republican Road Fund.

They will also not pay customs payments (except registration fees) for equipment, spare parts and materials, which are not produced in Uzbekistan and imported to the territory of SIZ Angren within the implementation of the projects in line with the list, approved by the Uzbek Government.

The document said that the preferences are provided from 3 to 7 years, based on the volume of investments. The preferences are provided for three years at the investment volume from US$300,000 to US$3 million, for 5 years – over US$3 million to US$10 million and for 7 years – from US$10 million.

According to the decree, Uzbekenergo, Uztransgaz and divisions of Tashkent regional administration and other enterprises, providing utility services, will guarantee connection of the participants of SIZ Angren to communication services.

Uzbek leader entrusted ministries and departments to develop and submit a programme on development of transport, production and engineering-communication infrastructure at the territory of special industrial zone “Angren”.

This is second special industrial zone in Uzbekistan. President of Uzbekistan created free industrial and economic zone “Navoi” with his decree from 2 December 2008.

The FIEZ Navoi was also created for 30 years and its term can be extended in future. During operation period, within the territory of FIEZ special customs, monetary and fiscal, simplified procedure for entry, stay and departure, as well as obtaining permits to non-resident citizens of the Republic of Uzbekistan to carry out labor activity regimes are applied.
