Tashkent, Uzbekistan (UzDaily.com) — The Committee for the Development of Competition and Protection of Consumer Rights in Uzbekistan is strengthening its oversight of digital platforms.
The agency reminded that a digital platform can be recognized as having a dominant position if the number of its active users exceeds 50,000.
According to Appendix No. 2 of the Cabinet of Ministers’ Resolution No. 256 from May 1, 2024, a regulation has been approved that establishes the procedure for recognizing a digital platform as dominant and possessing superior negotiating power.
According to Paragraph 8 of this document, a company may be classified as a dominant operator if it meets the following criteria:
Its annual revenue is at least 100,000 times the base estimated value (BEV), equivalent to 3.75 billion soums;
The average monthly number of active end users exceeds 50,000, or the number of active business users is at least 3,000.
A key feature of the new requirements is the possibility of recognizing a company as dominant even without a significant market share, as long as it meets the specified parameters.
According to Paragraph 9 of the regulation, companies that meet the criteria for dominant status must notify the Competition Committee within two months.

It is worth noting that the Committee for the Development of Competition and Protection of Consumer Rights in Uzbekistan has recognized Payme JSC as the operator of a digital platform holding a dominant position in the online payment systems market.
