Uzbekistan submits report on children’s rights to UN
Tashkent, Uzbekistan (UzDaily.com) -- National Center of Uzbekistan on Human Rights (NCUHR) directed next report to the UN Committee on the Rights of the Child.

The NCUHR said that about 30 state bodies and organizations, as well as 10 NGOs participated in preparation of preliminary report.

The report includes information on execution of the Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography for 2009-2010. The document covers legislative, organizational and informational-educational measures of the government on further execution of the recommendations of the UN Committee on the Rights of the Child.

Currently, about 40% population of Uzbekistan are children and 64% are youth at the age of up to 30. That’s why the priority directions of the state policy in sphere of human rights and freedom is creation of favourable conditions for physical, intellectual and spiritual development of children and youth, as well as wide-scale support of families with many children, orphans and children without families.

It is worth to note that all-round protection rights of children to life, health protection, receive education, social protection, information and express their views, as well as other main rights, ensuring their harmonically development are guaranteed by the Constitution and over 100 laws and by-laws.

Besides, Uzbekistan adopted a law “On guaranteeing children rights” in line with the recommendations of the UN Committee on the Rights of the Child. The law fortifies all rights of children, including right for private property, habitations, labour activity within the ratification of the Convention of the ILO on eliminating the worst forms of children labour and the Convention on Minimum Age for Admission to Employment.

According to experts, the country successfully develops and improves national system of monitoring adherence and protection of child rights, which includes several state bodies and NGOs. Among them are lower and upper house of parliament, Ombudsman, Commission on under ages affairs, Commission against human trafficking, Justice Ministry, Interior Ministry, etc.

The parliament and its working bodies are actively participating in ensuring children’s rights through adopting laws, including accession to international documents.

In 2009, the Children resource center was opened at the Legislative Chamber at the assistance of UNICEF. The center serves as information base on issues related to protecting children’s rights for MPs.

Uzbekistan joined the Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography on 11 December 2008 and it entered into force on 23 January 2009.
