The events were organized by Institute on studying civil society in cooperation with Tsukuba University, Juntendo University, Embassy of Uzbekistan in Japan and OSCE Office in Tashkent. Representatives of Japanese parliament, political parties and public organizations, research centers of Japan participated at the events.

MP Nakayama said that it was useful for the Japanese side to familiarize with structural activity of public organization and functioning of local bodies in Uzbekistan. He said that Japan should learn from Uzbekistan for further developing of Japan. He expressed hope that the sides will develop cooperation.

MP Ishikava said that formation of civil society is long process and it has evolutional character. Compared to other Central Asian states, Uzbekistan led by President Islam Karimov is developing stably and strengthening role of civil society, political parties, continues liberalization of political system of the country. He added that Japan should learn purposefulness of Uzbekistan.

Participants of the event noted that proposal of the Uzbek President Islam Karimov on deepening democratic reforms and formation of civil society is important for raising role of parliament and NGOs in modernization of the society and the country. Experts noted that Uzbekistan has unique experience in reforming the state and public, ensuring stability and security in the country and the region simultaneously.

Japanese experts also expressed interest in success of Uzbekistan in developing such civil institute as mahalla.

MP Jina Matsubara said that the Uzbek institute as mahalla helps to solve daily issues and problems of population, creates condition and atmosphere for tranquility and good-neighbor relations.

Professor of Tsukuba University Yutaka Tsudjinaka said these events allowed to discuss formation of civil society from Uzbekistan and Japan. In modern stage, development of civil institute of Uzbekistan reached global level. NGOs and the Uzbek Institute of mahalla took part in creation and development of strong and independent civil society, solving ecologic problems, improving interaction among public.

He said mahalla will play important role in developing strong civil society in Uzbekistan in future. He said that Japan wants to study democratic processes in Uzbekistan.
