Tashkent, Uzbekistan (UzDaily.com) – A resolution of the Cabinet of Ministers "On amendments and additions to some decisions of the Government of the Republic of Uzbekistan in connection with the improvement of procedures in the customs sphere" was adopted.

Changes and additions affected such areas as:

digitalization of the procedure for licensing the activities of a customs warehouse, a free warehouse and a duty-free shop;

organizing the activities of a duty-free shop for foreigners temporarily staying in Uzbekistan;

establishment of reduced customs fees for procedures of transit declaration and processing of goods in the customs territory;

simplified declaration of international postal and courier items with a value of less than 30 BRV.

 Changes and additions have been made to:

Regulations on the procedure for exporting fruits and vegetables:

customs control and clearance of fruit and vegetable products will now be carried out, including with the help of an automated risk management system.

 Administrative regulations for the provision of public services for licensing the activities of a customs warehouse, a free warehouse and a duty-free shop:

the licensing procedure can be completed online

through the automated system "License";

the term for consideration of a repeated application (in the event of an initial refusal to license) is reduced from 10 to 5 business days;

issuance of licenses in paper form is canceled

with stamping by public service centers;

the period of mandatory application for reissuing a license in connection with a change in the licensee, its name or address is reduced from one month to 5 business days;

control over compliance with license requirements will be carried out using the "risk analysis" system, as well as on the basis of appeals from individuals and legal entities about the facts of violation of the law;

clarifies that the application of forms of customs control

in relation to goods located in a customs warehouse, a free warehouse under customs control and in a duty-free shop, does not require agreement with the Presidential Commissioner for the Protection of the Rights and Legitimate Interests of Business Entities;

the licensing authority is deprived of the right to terminate the license. This power is retained only by the court;

when reissuing a license, a fee of 50% of the established fee for consideration of the initial application is charged;

Passports for licensing the activities of a customs warehouse, a free warehouse and a duty-free shop are approved.

 Customs duty rates:

the transit declaration fee is reduced tov25% the basic estimated value. Prior to this, a fee of 50% of the basic estimated value was charged for the main sheet and 25% of the basic estimated value for each additional sheet.

 Regulations on the procedure for organizing customs escort of goods transported by roads under customs control:

the maximum amount of security for the payment of customs payments for exemption from customs escort for one vehicle transporting foreign goods should not exceed the equivalent of 100 thousand euros on the date of the decision to pay compensation. Previously, a limit of 50 thousand US dollars was set.

Regulations on the procedure for carrying out cargo operations in relation to goods under customs control:

from now on, the person responsible for the customs control zone, the owner of the customs warehouse or his authorized representatives, with the permission of the customs authorities, has the right to independently remove customs seals and markings.

Regulations on the procedure for customs control and registration of international postal and courier items:

Declaration of international postal and courier items worth up to 30 BRC will be carried out in a simplified manner. Previously, this procedure was valid only for shipments worth up to 10 sizes of basic estimated value.
