Tashkent, Uzbekistan (UzDaily.com) — The Senate of Uzbekistan’s Oliy Majlis at its plenary session reviewed the report of the Commissioner of the Oliy Majlis for Children’s Rights on the state of compliance with child rights legislation by state bodies, including law enforcement agencies, for 2025.

The report noted that during the year, the Child Ombudsman received 1,934 appeals from citizens of Uzbekistan, foreign citizens and ombudsmen, stateless persons, as well as public organizations and other legal entities. Of these, 509 appeals were resolved positively, while 708 were addressed with legal clarifications provided.

The highest number of appeals was recorded in Tashkent city with 470 cases, followed by Surkhandarya region with 254 and Tashkent region with 236.

It was separately reported that 141 appeals were considered during 35 personal receptions held by the Commissioner in 2025.

As a result of monitoring and analysis of appeals, state bodies issued 3 warnings, 6 submissions, 25 conclusions, and 3 requests to protest court rulings due to identified violations of children’s rights and legitimate interests.

Following the review of materials, 19 criminal and 26 administrative cases were initiated in connection with violence against children. In addition, decisions refusing to initiate 20 criminal cases were overturned and sent for additional pre-investigation review.

A separate category of violations was identified through monitoring online information, where 23 criminal and 28 administrative cases were initiated for violations of children’s rights.

It was also reported that 15 teachers were held administratively liable for corporal punishment and improper performance of professional duties in educational institutions, while 6 teachers received disciplinary sanctions for cases of abuse against children. Disciplinary measures were also applied to two law enforcement officers who violated legislation concerning minors.

During discussions, senators made proposals to further improve the child protection system and enhance the effectiveness of state bodies in this area. Following the review, the Senate adopted a relevant resolution.
