Uzbekistan Senate Approves Reform of Property Rights Registration System
Tashkent, Uzbekistan (UzDaily.com) — The Senate of the Oliy Majlis of the Republic of Uzbekistan has approved a law aimed at further improving the system for recognizing rights to real estate, including land plots occupied without authorization and buildings constructed by individuals and legal entities.
The document introduces amendments and additions to legislative acts regulating the recognition of rights to self-occupied land plots and buildings and structures located on them, as well as to the law on state registration of rights to real estate. The main objective of the reform is to accelerate administrative procedures and reduce the time required for processing documents related to property ownership.
During discussions, senators noted that Uzbekistan continues systematic efforts to create conditions for the realization of citizens’ housing rights and the legalization of properties constructed without proper documentation. In this context, special attention is given to improving the efficiency of authorized bodies and eliminating administrative barriers.
The adopted changes aim to improve mechanisms for reviewing applications and complaints related to the recognition of property rights, as well as to increase the accountability of relevant institutions. The law also clarifies the concept of tax arrears in the context of real estate registration procedures.
Separately, the legislation introduces a procedure and conditions for one-time payment with the option of installment plans when formalizing land lease rights, which is expected to create additional convenience for citizens and businesses.
Senators emphasized that the updated norms are designed to eliminate factors hindering the recognition of property ownership rights and to establish a more transparent and efficient system of property registration. Following consideration, the law was approved.
