Uzbekistan publishes registry of companies with exclusive rights
Tashkent, Uzbekistan (UzDaily.com) — The Committee for the Development of Competition and Consumer Rights Protection of Uzbekistan has published a registry of enterprises with exclusive rights in certain markets.
This move is part of the implementation of the presidential decree from February 28, aimed at enhancing competition and increasing the role of the private sector in the economy.
The list includes 67 companies granted exclusive rights to 81 types of activities. The majority of these rights are in the fields of construction, design, certification, and electronic trading.
For example, 26 organizations hold exclusive rights to develop master plans for settlements with populations of up to 20,000 people. The state-owned enterprise "Uzshaharsozlik LITI" is authorized to develop urban planning documentation and the general development plan for the republic. Two other companies, "Toshkentboshplan LITI" and "Toshuyjoy LITI," are working on urban development projects in the "New Uzbekistan" areas.
The company "TupalangsuvGESkurilish" is responsible for construction and modernization projects for "Uzbekhydroenergo," while "UzkurilishmaterialLITI" oversees the certification of all types of construction materials.
The registry also includes the Center for Electronic Online Auctions, E-auksion, which holds 16 exclusive powers.
Additionally, the private company CRPT Turon, which operates the Asl Belgisi product marking system, is also listed. It is owned by Digital Holding, which is linked to entrepreneur Alisher Usmanov and the State Assets Management Agency.
However, the registry does not include companies responsible for the mandatory registration of mobile devices by IMEI codes (UzIMEI) or the Information Technology Center (USA), which manages this system. The registry also does not list companies that may have obtained exclusive rights in the export of gas or mineral extraction through closed decisions.
According to the Committee, as part of presidential reforms aimed at reducing state involvement in the economy, exclusive rights have already been canceled for 24 organizations and entrepreneurs. The review of monopolies will continue.
In accordance with the presidential decree, from April 1, the exclusive powers of five companies, including "Uzbekekspertiza" and "UzEngineering," were canceled. In the future, such rights will only be granted for up to three years and exclusively for the purposes of ensuring safety, protecting the constitutional order, and in cases of emergency.
