Uzbekistan plans to tighten rules for the import of cars and electric vehicles

Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan plans to tighten the rules for the import of cars and electric vehicles. This was reported by the newspaper Gazeta.uz.

According to the publication, the Government is considering a resolution “On measures to further improve the import of passenger cars into the territory of the republic and the system for assessing their conformity.”

In accordance with the document, restrictions may be imposed on individuals on the import of cars. In particular, they may be allowed to import no more than one vehicle in their name per calendar year. In addition, starting from 2024, it is proposed to ban the import of cars by individuals for commercial purposes.

Presumably, these measures are aimed at regulating the activities of those involved in the delivery of cars ordered by customers from abroad, mainly from China.

The proposals also consider the possibility of exempting from mandatory certification vehicles that are imported by state-owned enterprises, manufacturing enterprises and business entities for personal use and are not intended for sale on the territory of Uzbekistan.

It is also planned to allow the issuance of Vehicle Type Approval (VTA) documents based on existing certificates or test reports provided by accredited laboratories of foreign countries for vehicles, electric buses and electric vehicles assembled in Uzbekistan by large-scale assembly and imported into the country for commercial purposes.

In addition, it is proposed to allow, on the basis of permits for the type of vehicle included in the state register, the release of vehicles of this type into free circulation without repeated testing and certification for re-importation (import) into Uzbekistan by individuals and legal entities for personal use within one calendar year.

From 1 January 2023, the sale of new imported cars is allowed not only by official dealers of manufacturers, but also by other importers. The draft resolution envisages the return of the procedure for the sale of new imported cars only through legal entities - official dealers of manufacturing enterprises, subject to the creation of service centers.

Entrepreneurs who sell more than 50 electric vehicles per year are required to install charging stations and ensure their uninterrupted operation.

It is planned to entrust the Customs Committee with the following tasks:

1. On the basis of permits for the type of vehicle (OTTS) included in the state register, ensure the release into free circulation of vehicles of this type, re-imported (imported) into Uzbekistan by an individual.

2. If the number of cars imported by legal entities through certification exceeds 50 during one calendar year, strictly control that they are not transferred for customs clearance without OTTS.

3. From 1 January 2024, do not apply the norm of transfer of goods placed under the customs regime of a customs warehouse to other persons or to vehicles. That is, it is planned to prohibit the transfer to another person of the right to use and dispose of a vehicle placed under the customs regime of a customs warehouse.

4. Allow the removal of the vehicle from the customs warehouse for up to three days for inspection.

For small batches of vehicles (chassis), it is planned to establish the number of vehicles of the same type, including all modifications necessary depending on their category. This will apply not only to products manufactured in Uzbekistan, but also to vehicles imported into the country within one calendar year. The maximum number of small lots for vehicles of categories M1, M2, M3, N1, N2, N3, O1 - O4, L1 - L7 will be 50 units.

The seller, in turn, is obliged to ensure the organization of vehicle maintenance.

If protocols of previously conducted tests are recognized, the statute of limitations for these protocols should not exceed three years (the current period is two years) from the date of their execution.
