Uzbekistan 04/06/2009 Uzbekistan lays out terms of CSTO force participation

Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan has put forward a number of principal terms of its participation in structures of the CSTO (Collective Security Treaty Organization) collective rapid reaction forces (CRRF), a high-ranking military and diplomatic source in Moscow told the Interfax military news agency today.

"In particular, Tashkent is insisting that a decision to use CRRF subdivisions can be taken only on the basis of consensus instead of a simple majority of the CSTO member states," the source said.

In addition, Uzbekistan put forward a term according to which CRRF subdivisions could be deployed in other countries only in the event that this did not contradict national legislation, the source added.

It said that Tashkent also insisted on prohibiting the CRRF subdivisions’ involvement in settling conflicts between the CSTO member states.

"And also Uzbekistan is against the temporary implementation of a CRRF agreement from the time of its signing, insisting that this will be possible only after the document is ratified by all the CSTO member states," the source said.

CSTO Secretary-General Nikolay Bordyuzha said yesterday that the signing of the agreement to establish the CRRF was delayed, in particular, because of Uzbekistan’s special stance on it. "There are several contradictions between the six CSTO member states and Uzbekistan on issues of operating the CRRF," Nikolay Bordyuzha told journalists in Moscow.

CSTO decided to set up the CRRF at its summit in Moscow on 4 February 2009.
