Uzbekistan Introduces Risk Assessment System for Violence Against Children
Tashkent, Uzbekistan (UzDaily.com) — On 14 July 2025, the Government of Uzbekistan approved the Regulation on the Procedure for Identifying Cases of Violence Against Children, Assessing the Level of Risk, and Developing and Implementing Child Protection Plans.
According to the document, children who have become victims of violence or are at risk of abuse may apply, either personally or through their legal representatives, to Inson centers, law enforcement bodies, or other competent authorities.
Inson centers, together with law enforcement agencies, are required to review the child’s living situation within one day. During this process, a preliminary assessment is carried out to identify factors threatening the child’s life or health, with the risk level classified as either “low” or “high.”
If the risk is deemed “high,” law enforcement authorities will take immediate measures, including the administrative detention of the perpetrator, issuing a protective order to the child or their legal representative, and, if necessary, removing the child from parents or guardians to ensure their safety.
Once the threatening factors have been addressed, Inson centers will conduct a comprehensive assessment of the child’s living situation within 14 calendar days. Based on the results, a child protection plan must be developed within three working days.
For individuals who have committed or are prone to committing violence against children, the regulation provides for measures such as participation in corrective programs, removal of children from their care, restriction or deprivation of parental rights, compulsory treatment in narcological institutions, and mandatory medical interventions of a coercive nature.
