Uzbekistan discusses results of World Water Forum
Tashkent, Uzbekistan (UzDaily.com) -- The Committee on ecology and environment protection and MPs Group from Ecologic Movement in cooperation with the Committee on agriculture and water issues of the Legislative Chamber organized a roundtable dedicated to the results of the sixth World Water Forum (12-17 March 2012, Marseille, France), as well as problems on use of water resources of trans-boundary rivers.

Representatives and specialists of ministries and departments, educational establishment, international organizations and NGOs participated at the event, which was held on 17 April 2012.

The participants discussed key issues and decisions of the forum, their importance for rational use of water resources in Central Asia. Over 400 events were held within the forum, whichw as attended by 35,000 delegates from 173 countries of the world.

Uzbekistan adopted measures on moving from administrative-territorial management of water resources to pool-type management, which allowed to ensure effective, stable and even water distribution of water in all levels.

Main progress on water management sector is introduction of integrated management of water resources. In the result of diversification of agriculture production, share of cotton in irrigated lands fell from 50% in early 1990s to 30% now. Other lands are used for wheat, food and forage cultures.

In the result, water offtake in Uzbekistan decreased from 64 billion cubic meters in 1980s to 52 billion cubic meters a year now. Uzbekistan pays special attention to land-improvement works. Within the special programme for land-improvement for 2008-2012, Uzbekistan improved conditions of about 1.164 million hectares of lands.

It was noted that desertification processes and water deficit in the result of climate change are one of serious risks in the region. It was said that all countries of the region should join to the Convention on protection and use of trouns-boundary waterways and international lakes from 1992 and the COevtnion on innavigable types of use of international waterways from 1997. It was noted that it is important to develop general methodology and strengthen coordination in assessment of situation on us of trans-boundary rivers. It is also necessary to develop national programmes on water saving and coordinate their implementation in sub-regional level.

The delegation of Uzbekistan presented its principle position on use of water resources of trans-boundary rivers. Water at trans-boundary rivers cannot be considered as national natural resources and it is property of all people, who live along trans-boundary rivers. This approach fully corresponds above-mentioned conventions. Uzbekistan is against violation of water-ecologic balance and damage countries, which located in lower reaches of rivers, in the result of construction of hydro power establishments without independent international expertise.

The delegation of Uzbekistan offered to indicate priorities on use of trans-boundary waters in final document of the forum: first of all, for drinking needs, second – food production, third – to protect health and ensure sanitary conditions, fourth – to support ecologic system, and then for use in industry and production of electricity.

The final document included proposals of the international conference “Trans-boundary ecologic problems in Central Asia: use of international legal mechanisms for their solution (Tashkent, 16-17 November 2010) and “To the meeting of the Sixth World Water Forum – joint efforts in water security” (Tashkent, 12-13 May 2011). In particular, the document included that it is inadmissibility of construction of Rogun power station at Amudarya river, as it will damage water-ecologic balance.
