Uzbekistan develops draft law “On innovation and innovation activities”
Tashkent, Uzbekistan (UzDaily.com) -- Committee on coordination on development of science and technology at the Cabinet of Ministers of Uzbekistan developed a draft law “On innovation and innovation activities”.

The document is directed at implementation of the Concept on further deepening democratic reforms and forming civil society in the country. The document was agreed with the ministries, departments and other interested sides.

The draft law consists of 6 chapters and 28 articles. It regulates relations in innovation and innovation activities.

According to the document, innovation is final product of scientific-research or experimental development or technologic works, which resulted in development of new or improved products, services, or goods.

Subjects of the innovation activities are state bodies, participating in innovation activities, individuals and legal entities, creating and realizing innovation, subjects engaged in innovation activities, as well as NGOs.

Objects of innovation activities are state innovation programmes and projects, innovation scientific-technical works, results of scientific-research, experimental developments, and technologies works, inventions, industrial examples, software, new technologies, etc.

The document said that innovations are divided to technological innovations, product innovations, process innovations, marketing innovations and organizational innovations.

The innovations and innovation activities can be financed due to State Budget of Uzbekistan, own resources of the innovation subjects, innovation or venture funds, foreign investors.

The innovations and innovation activities can be financed due to other sources in line with the legislation of Uzbekistan.

It said that the state will provide finances to state innovation programmes, projects and scientific-technical works from the state budget. The resources from the state budget to innovation activities will be allocated as grants or subsidies, or loans, which should be returned.

State grants or subsidies in innovation activities will be issued to winners of the competitions, organized within the state innovation programmes.

Off-budget financing of innovation activities is conducted due to own resources of innovation subjects, sponsors and customers, donations, investments, etc.

NGOs, investment, mortgage and other banks, leasing companies, investment funds, foreign companies and others can also finance innovation activities in Uzbekistan.
