Tashkent, Uzbekistan (UzDaily.com) -- The President signed Decree “On amendments, as well as invalidation of certain acts of the President of the Republic of Uzbekistan in connection with the introduction of the institution of private ownership in relation to non-agricultural land plots appointment and improvement of legislation on the inviolability of property rights”.

The document introduces changes that envisages the transfer (sale) of non-agricultural land plots on the basis of ownership and lease through an electronic online auction;

- complete exclusion of procedures, benefits and exceptions providing for the direct allocation of land plots;

- improvement of by-laws regulating the activities of funds for compensation of property damage caused to individuals and legal entities.

Damage caused to a business entity as a result of illegal decisions, actions of state bodies, their officials and employees is subject to compensation in full on the basis of a court decision at the expense of trust funds for compensating property damage caused to individuals and legal entities. Subsequently, these amounts are subject to recovery by way of recourse from the guilty persons in full.

Also, from now on, it is not allowed to allocate irrigated agricultural land for non-agricultural purposes, including for the construction of industrial and civil facilities (buildings and structures), as well as greenhouses that use new methods of advanced technologies (hydroponics and others) that do not require fertile soils. Previously, an exception to this rule were cases of allocation of land by decisions of the President.
