Uzbekistan approves rules on transporting dangerous cargoes
Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan approved rules on transporting dangerous cargoes with automobile transport in the country.

Cabinet of Ministers of Uzbekistan adopted a resolution “On approval of rules on transporting dangerous cargoes in Uzbekistan”.

In line with the resolution, the rules were adopted in order to establish requirements to organization of transportation of dangerous freights with automobile vehicles, regulate rights, liabilities and responsibilities of transportation process participants, as well as ensure security of traffic.

The government also approved list of dangerous cargoes in line with the requirements of international norms. The list included explosive means (class 1), gases, liquid, compressed and dissolved under pressure (class 2), volatile flammable liquid (class 3), flammable firm materials, spontaneously igniting means, materials, issuing inflammables gases at interference of water (class 4), oxidizing agents and organic peroxides (class 5), poisonous substances and infected means (class 6), radioactive materials (class 7), caustic and/or corrosive agents (class 8) and other dangerous means (class 9).

In line with new rules, transportation of dangerous freights with automobile vehicles are carried out at existence of special permission, issued with territorial bodies of the Interior Affairs Ministry.

No permission from Interior Affairs Ministry required at transportation of the dangerous cargoes with permission of the Cabinet of Ministers or Defense Ministry of Uzbekistan.

Dangerous freights should be transported only with special or specially adapted transport means, which should be produced in line with existing norms.

The rules said that transportation of special dangerous cargoes can be transported only with escorted armed guards and patrol vehicle of territorial traffic security departments.

The document sets requirements to transportation routes as well. In line with new rules, the transportation route should not pass near important and large industrial objects.

At the same time, the route should not pass near recreation zone, architecture and natural reserves, protected territories and others. The route should not pass through settlements.

Transporters should also envisage parking and refueling places in creation of dangerous cargoes transportation route, the document said.

The rules noted that the transportation route should not pass through large settlements. At the same time, the document added that dangerous cargoes route can pass through large settlements if required. But the transporters should avoid movement near cultural, educational and medical establishments.
