The concept determines main directions of development of electronic commerce for mid-term period, ways and forms of expanding competitive area, growth of modern infrastructure and creation of additional jobs, as well as further improving legislation on electronic commerce.

The concept is aimed at determining of strategy of single policy in electronic commerce for 2016-2018 with creation of equal conditions for development of entrepreneurship and interaction of business entities.

The main tasks of the Concept on development of electronic commerce in Uzbekistan for 2016-2018 are:

• Improvement of legislative base on electronic commerce;
• Creation of favourable conditions for further development of entrepreneurship in the sphere of electronic commerce, taking into account achievement in perspective in the business-segment;
• Further development and modernization of infrastructure of electronic commerce, including telecommunication network;
• Increase trade turnover, volume of production of products, execution of work and render of services in line with the demand of consumer market;
• Creation of integrated trade and marketing platforms, internet-shops, further improvement of payment system, as well as logistic system in electronic commerce;
• Eliminate bureaucratic barriers for development of entrepreneurship, improve business environment with orientation to international standards;
• Study, analyze and use of advanced international experience in the sphere of electronic commerce.

The Government formed an international commission on ensuring realization of Concept on development of electronic commerce in Uzbekistan for 2016-2018.

The commission entrusted tasks on coordination of the activities of the ministries, departments and other organizations in execution on the complex measures on realization of the Concept on development of electronic commerce in Uzbekistan for 2016-2018 with control over timely, quality and full its execution.

It is expected that realization of the Concept will lead to growth of the volume of transactions, trade turnover, exports of products (services and works) due to increasing number of trade platforms, internet-shops and information mediators.

It also aims to increase coverage of population with ICT, including number of people, using banking cards, form efficient competitive environment for businesses, expand innovative methods of commerce, etc.
