Uzbekistan and Tajikistan to eliminate permit forms for transit cargo transportation

Tashkent, Uzbekistan (UzDaily.com) — The Majlisi Namoyandagon (lower house of the parliament) of the Majlisi Oli of the Republic of Tajikistan has ratified the Protocol on Amendments and Additions to the Agreement between the Government of the Republic of Tajikistan and the Government of the Republic of Uzbekistan "On International Road Transport."

This agreement was signed on 9 March 2018. During the visit of President of Uzbekistan Shavkat Mirziyoyev to Tajikistan on 18–19 April, the transport ministers of both countries signed the protocol to amend the intergovernmental agreement.

The amendments to the agreement were initiated by the Tajik side to create more favorable conditions for the transit of motor vehicles between the two countries and to achieve strategic goals of transforming Tajikistan into a transit country.

The new document simplifies the process of transit for cargo vehicles through the territories of both countries.

Each year, between 25,000 and 30,000 permits for bilateral transport, transit, and transportation of goods from/to third countries are exchanged, a significant portion of which is used for transit through Uzbekistan. According to conducted analyses, Tajik vehicles make over 36,000 transit passages through Uzbekistan annually.

In accordance with the signed Protocol, the transit of cargo vehicles through the territories of both countries will now be carried out without the use of permit forms.

This pertains to the so-called "permit," which is a one-time document granting the right to use a vehicle registered in one state within the territory of another state for international road transportation.

From an economic and political perspective, the changes to this Agreement have an exclusively positive effect, particularly in terms of simplifying international transportation procedures, developing trade, facilitating transit, and increasing trade turnover.

It should be noted that earlier, in September 2024, the Parliament of Uzbekistan also ratified the Protocol on Amendments and Additions to the Agreement with Tajikistan.
