Uzbekistan and China Exchange Best Practices in the Field of Human Rights

Tashkent, Uzbekistan (UzDaily.com) — A scientific and practical seminar was held in Tashkent as part of the presentation of Chinese President Xi Jinping’s book “On Respecting and Protecting Human Rights”, which has been published in Uzbek.

The event was organized within the framework of a visit by a Chinese delegation led by Jiang Jiangguo, a standing member of the 14th National Committee of the Chinese People’s Political Consultative Conference, Deputy Chairman of the Commission on National and Religious Affairs, and Executive Vice-President of the China Society for Human Rights Studies.

The seminar served as a platform for discussing modern approaches to ensuring and protecting human rights, taking into account national specificities and international obligations. Particular attention was given to the exchange of experience in the areas of legal regulation and institutional support for human rights, as well as to prospects for cooperation in humanitarian and academic fields.

The event brought together representatives of academic and research communities from both countries, government authorities, members of parliament, as well as representatives of diplomatic missions accredited in Uzbekistan.

Among the speakers were Zhang Jian, professor at the Human Rights Research Center of Nankai University; Zhao Shukun, professor at the Institute for Human Rights of the Southwest University of Political Science and Law; and Zheng Liang, representative of the School of Journalism and Communication at Jinan University.

The Chinese participants highly praised the large-scale reforms being implemented under the leadership of the President of Uzbekistan in the field of human rights, and expressed support for Uzbekistan’s initiatives on international platforms. They noted that these efforts are of great importance for the sustainable development and integration of the region into the global community, as well as for strengthening mutual understanding and cooperation between states.

From Uzbekistan, reports were delivered by Eldor Tulyakov, Director of the Development Strategy Center; Muzaffarjon Mamasiddikov, Head of the Academy of the Ministry of Emergency Situations and professor; Azamat Pardayev, member of the Legislative Chamber of the Oliy Majlis and Head of the Center for Democratic Processes Analysis; Govherjon Yuldasheva, professor at Tashkent State University of Law; and Murodjon Turgunov, Director of the Institute of State and Law of the Academy of Sciences.

During the seminar, particular interest was generated by the exchange of views on harmonizing national human rights strategies with international standards, including in the areas of economic, social, cultural, and environmental rights. Participants emphasized that developing legal dialogue and institutional cooperation enhances the effectiveness of national human rights protection systems.

Speakers underlined the significance of scientific and educational initiatives aimed at training qualified specialists in the field of human rights, as well as the importance of joint research projects and academic exchanges between universities and research centers of Uzbekistan and China.

The seminar concluded with an expression of readiness to expand bilateral cooperation, including through the organization of joint forums, seminars, and expert meetings to study modern challenges in the human rights sphere in greater depth and to develop practical recommendations.

Both sides confirmed that the development of a systematic dialogue on human rights will contribute to building trust and strengthening long-term partnership between Uzbekistan and China.
