The document sets requirements to construction of automobiles at their exploitation, independently of its production origin, in order to protect health and lives of citizens, environment, property of state, legal entities and individuals.

The document said that the vehicles, which do not meet technical regulation, should not be used. The persons, which breached the regulation, will be punished in line with the legislation.

The objects of technical regulation are vehicles, truck tractor, trailers and semitrailer for transportation of passengers, luggage, cargo and conducting of special works, components of vehicles, which impact safety of traffic.

The rules are not implemented to vehicles and trailers, speed of which cannot exceed 25 km per hour, and those specially designed for people with disabilities, experimental vehicles, special vehicles for military purpose, etc.

According to new rules, it is banned to change construction of vehicles, remove or install additional elements of steering or braking management, other parts without permission of producer.

The document said that liquids or spare parts of steering or braking management cannot be changed to similar analogues, which do not meet technical and technological documentations.

The regulation also includes rules and requirements to steering or braking management, lightening and alarming system, tyres, etc.

The document said that the vehicles should be equipped with first aid set and fire extinguishers.
