Uzbekistan adopts measures on supporting young families
Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan adopted a resolution “On additional measures on ensuring social support of young families”.

The document said that Uzbekistan pays great attention to development of family institute, including to legal, economic and social support of young families.

The resolution said that Uzbekistan created mechanism on providing preferential mortgage loans to young families, tax preferences for those, who received mortgage loans for construction, reconstruction and purchase of houses and flats.

In last three years, due to issued mortgage loans some 9,360 flats for total sum of 255.4 billion soums were constructed for young families. In rural areas, Uzbekistan constructs houses on standard projects, which is financed due to state budget resources and the loan of the Asian Development Bank.

At the same time, the resolution said there is need to expand construction of houses for young families, who live in cities, regional centers and rural settlements.

In order to create favourble life conditions for young families, the Cabinet of Ministers approved a programme on construction and reconstruction of tenement houses in cities, regional centers and rural settlements for 2012-2013.

According to the programme, it is planned to construct 75 new houses with 3,600 flats and reconstruct 25 houses with 1,200 flats in 2012-2013.

The resolution said that Single Orders Services under the local administrations are customers of construction of houses within the programme.

The document said that the young families will have to provide 25% of housing price to get loan to finance 75% of flat price. The loans are issued to young families for 15 years with three years of grace period at recommendations of territorial commissions. The interest rate cannot exceed refinancing rate of the Central Bank of Uzbekistan (12% APR now).

According to the document, if one of the spouse was from Mehribonlik Houses, the local administrations will provide preliminary fee at the size of 25%.

The resolution said that the loans, issued to young families to purchase of products of long-term use, can be issued at the volume of up to 200 size of minimal salary for three years. Interest rates cannot exceed the refinancing rate of the Central Bank.
